This is a refurbished, newer-generation business computer offering excellent performance at a lower price than the custom build.
Dell OptiPlex 3000 SFF
This is the most economical option. While it uses an older processor and memory generation, it's still a capable system for everyday use. However, it does not have the USB-C connectivity you requested.
